Based off the example, it looks like the amount of squares filled in a row or column is noted by the number above or beside that row or column.

If there is more than 1 number noted, at least one empty must by between the filled in squares.

Squares are filled in in the order they are noted.

The first column has every square filled in. The next column has the first, the sixth and the ninth square filled in.

Notice that the next to last ingredient has a word that is 15 letters long.

If you have a fraction that is 4/5ths, you'd be taking 4 out of 5 of those things.
